Faris Bisher is an investor, company builder and software engineer. He is founding partner and Chief Innovation Officer of Bisher & Partners, president of Horizon Studio, co-founder and chief executive of UniTok, and innovation partner at Hoquqi. His work centres on building the institutions and ventures that make Saudi Arabia a creator of technology.
Faris was raised in Al-Madinah. He entered the University of Prince Mugrin bin Abdulaziz, a private university, on a full hundred-per-cent scholarship — an award placing him in the top 0.003 per cent of the Kingdom’s secondary school graduates that year.
He completed a B.S.E. in Software Engineering in three years. He graduated with First Class Honours and ranked first in academic distinction at the College of Cyber and Computer Sciences.
The first student in Saudi Arabia to complete an engineering degree in three years.
He founded EcoBill, a cloud fintech platform for transactional documents. It took first place at the Dr. Ghassan Bin Sulaiman Competition and was presented at BIBAN. Faris pitched it directly to His Excellency Eng. Abdullah Alswaha, Minister of Communications and Information Technology, who admitted it to the Ministry’s CODE incubator by exception.
He went on to work as a backend and AI engineer at a United States company building AI voice models, on an agentic call centre that speaks Saudi dialect at sub-one-second speech-to-speech latency, deployed across restaurants in the United States.
UniTok was started with an international founding team around a single question: how the Kingdom builds its next generation of innovative leaders. It operates today as a company across university campuses in Saudi Arabia.

Faris is president of Horizon Studio, a sovereign deep-tech venture studio operating 45 seats across 10 divisions on a mandate running to 2030. He chairs its Investment Committee, holds the technical veto, and carries final accountability for the studio's mandate. He is the only publicly named member of the studio. Its systems include Sovereign Warden, an AI regulatory pre-audit engine built against the SAMA, CST and SDAIA frameworks, and its live programme Meridian addresses urban mobility in Riyadh.

It combines an AI-ranked opportunity feed, campus communities, gamified skill programmes and an ambassador network, alongside a business portal that lets universities, ministries and corporates reach a precisely targeted student audience. It has been presented to delegations from MIT, Stanford and UC Berkeley, and at the Medina Innovation and Intellectual Property Forum.
